WHO AND WHAT IS KANSAS VOAD ?
KSVOAD'S main goal is to increase coordination, cooperation, communication, education and to improve disaster legislation. Bringing together National Voluntary Organizations Active in Disaster, will provide more effective services through mitigation and response for the benefit of people effected (imperiled and impacted) by disaster through:
COORDINATION: To coordinate policy among member organizations and to serve as liaison advocate, and national voice.
COOPERATION: To create a climate of cooperation at all levels (including the grass roots) and to provide information.
COMMUNICATION: To disseminate information through the newsletter, the director, research and demonstration, case study and critique.
EDUCATION: To increase mutual awareness and understanding of each organization.
CONVENTION MECHANISMS: To arrange for such meetings and conferences as necessary to accomplish the purpose of KS VOAD.
LEGISLATION: To encourage effective disaster relief legislation and policy.
THE ROLE OF VOAD IN TIME OF DISASTER:
The role of a VOAD group is not to manage disaster response operations; it is to coordinate planning and preparations in advance of disaster incidents and operations. When an incident happens, the role of the VOAD chair is to convene or co-convene with an appropriate partner a meeting of all of the voluntary response organizations as soon as possible. Within a reasonable period of time, it is also appropriate for VOAD to convene or co-convene with an appropriate partner a meeting of the recovery organizations to discuss what from the long-range coordinating entity for unmet needs should take. (NVOAD Board of Directors May 31, 1996, Draft Minutes paragraph VI)
MEMBERSHIP IN KSVOAD
Membership can be obtained by any non-profit voluntary organization having a constitutional reference and who supports an organized disaster response program. The service and resources of that organization also need to be available to all disaster victims. Representation of county and state agencies are encouraged to have liaison involvement with KSVOAD. Their advice and expertise should be sought and encouraged. These representatives serve as ex-officio members and do not hold voting privileges. Members participating and voting at any (annual/regular) meeting shall be designated representatives of participating organizations and shall have one vote. Written proxies are acceptable if presented to the chairperson prior to the meeting.

ADVENTIST COMMUNITY SERVICES
SERVICES: Five community centers located in Great Bend, Hutchinson, Kansas City, Pittsburgh, and Wichita where clothing, food, and other limited assistance is available free of charge to the community. In addition these centers act as referral agencies to place clients into contact with other agencies who can provide additional assistance. In times of disasters, Adventist Community Services is on location to assist in distributing clothing, food, and other help in cooperation with other agencies. All services provided are at no charge to the recipient.

AGRICULTURE MEDIATION
(FORMALLY: FARMERS ASSISTANCE COUNSELING AND TRAINING SERVICE [FACTS])
No cost information and referral service through a toll free hotline for Kansas farmers, ranchers, agribusiness persons and their families. Through a team management approach the FACTS staff provides confidential assistance from a staff in the areas of: financial, legal, family needs, emotional counseling, crisis intervention, employment retraining, mediation (family and farmer/ creditor), agriculture related flood and weather related disaster information.

AMERICAN EVANGELICAL CHRISTIAN CHURCH GENERAL CONFERENCE (AECCGC)
CHRISTIAN DISASTER RESPONSE
Christian Disaster Response is an international, interdenominational organization headed by the American Evangelical Christian Church - General Conference (AECC). Response includes assessment of damage and needs, mass care kitchens and relief of other immediate needs. AECC works with Church World Services to provide direct assistance with unmet needs. Christian Disaster Response also provides pastoral training and training for churches in damage and needs assessment.

AMERICAN RADIO RELAY LEAGUE
There are 450,000 amateur radio operations in the United States. Most Local clubs are affiliated with the Amateur Radio League. They provide services in Disaster Preparedness, Emergency Communications, and Public Service Communications. Relays are made by radio contact. The cycle goes daily. During a disaster communications are provided 24-hours a day. Chain of command is local emergency operations center, district emergency operations center and state emergency management operations center.

AMERICAN RED CROSS
The disaster program includes: damage assessment; emergency shelter; registration; communications; first aid stations; distribution of emergency sup-plies; stationary and mobile facilities for feeding victims and emergency workers; supplementary medical and nursing care; blood and blood products; welfare inquires and information services; emergency financial assistance for food, clothing, rent, bedding, selected furnishings, transportation, medical needs, temporary home repairs, occupational supplies, and other essentials on an individual basis; referral service to government and private agencies; casework services to provide additional recovery assistance to families where government programs and other resources are not adequate to meet disaster-caused needs. Resources include but are not limited to: mobile canteens, communications (through amateur radio, and low band), shelter supplies (cots and blankets), comfort kits (toilet articles), and clean-up kits.

CATHOLIC COMMUNITY SERVICES, INC.
PURPOSE: To assist the local parish churches within a 21 county boundary of Eastern Kansas including Kansas City, Lawrence, Olathe, Leavenworth, Topeka, and Emporia; to cooperate in times of emergency with other religious partners.
RESPONSE: Individual parish churches are encouraged to respond in the event of a local disaster. Catholic Charities works ecumenically with other churches to provide follow-up counseling, and seek to provide volunteers for existing disaster relief. To provide assistance (limited from regular funding sources) with food, rent and utilities. Parish churches can provide halls, meeting rooms and gymnasiums with shower facilities for disaster victims. Standard, everyday Emergency Assistance locations are provided in Kansas City, Merriam, Olathe, Leavenworth, Lawrence, and Topeka.

CHRISTIAN REFORMED WORLD RELIEF COMMITTEE
Disaster Response Services (DRS)
Purpose
DRS, a ministry of the Christian Reformed World Relief Committee, was created to help the survivors of disasters in North America solve their disaster-related problems and be restored to self-sufficiency as soon as possible. DRS focuses on the long-term recovery of survivors, but also addresses short-term and emergency needs when disasters near-catastrophic in size and scope. DRS's help is given through volunteers, and is directed to the poorest and most vulnerable households affected by the disaster. DRS always seeks to work in partnership with and under the day-to-day guidance of an alliance of Christian churches in the affected area, usually referred to as an "Interfaith."
Services
* Rapid Response - Assistance with immediate needs, including clean-up, temporary repair.
* Early Assessment - An initial determination of the steps necessary for recovery.
* Advocacy - Supportive listening, information sharing, assistance in problem-solving.
* Needs Assessment
- Interviewing survivors, prioritizing needs on behalf of an Interfaith or
other community organization.
* Long-term Recovery - Major repair, minor repair and rebuilding of homes.
* Training and Other Support for Partner Organizations, including
American Red Cross

National Voluntary Organizations Active in Disaster
Cooperative Disaster Child Care
Reformed Church of America, and
Diaconal Conferences (regional service groups) of the Christian Reformed Church.
Management Personnel DRS's core of well-trained volunteer managers makes it possible for services to be provided to a variety of locations and for extended periods. This group provides leadership for other volunteers. Depending on their interest and gifts, managers receive regular training in:
1) Early Response Management;
2) Early Assessment;
3) On-Site Management;
4) Needs Assessment Supervision;
5) Advocacy Supervision; and
6) Construction Supervision.

CHURCH OF THE BRETHREN
The Disaster Response Program is a service ministry administered by the Church of the Brethren Board. The primary purpose of the program is to provide clean-up and rebuilding assistance, through the use of volunteer labor, to persons in need following a major disaster. The program gives priority to assisting the poor, the elderly, and the handicapped. The Church of the Brethren is organized in 24 districts within the continental United States and has disaster response coordinators in each district.

During the 1993 Midwest Floods a building crew from Franklin, Louisiana transferred from their Hurricane Andrew operation to Kansas. They were available to take referrals for repairs from American Red Cross.

CHURCH WORLD SERVICE
In the 1993 Midwest Floods 400 blankets and 350 health kits were provided to the Salvation Army for distribution in Manhattan, Junction City and other locations. Assisted with response capabilities of ecumenical organizations. Provided initial grants of $5,000 to churches and Interfaiths throughout the affected areas. CWS operated an information update hotline for their activities.

CIVIL AIR PATROL
SERVICES: Civil Air Patrol(CAP) provides emergency services in three main areas; Search and Rescue, Disaster Relief, and Civil Defense. CAP personnel and equipment may not be used in conjunction with law enforcement other than in a passive role (i.e. no manhunts or aerial surveillance of criminal activity).
SEARCH & RESCUE: CAP personnel and equipment can be used to locate almost any search objective. Using light air-craft for large areas and hard to reach areas. Combined with ground teams in off road vehicles and with trained medical personnel on board to assist in rescue once the objective is located.
DISASTER RELIEF: CAP personnel and equipment may be utilized in any role necessary during disaster relief operations including: Aerial Survey and Assessment, Airlift of personnel and equipment to disaster site, Ground survey and damage assessment, site control, clean up efforts, emergency communications link, etc.
CIVIL DEFENSE: CAP has trained Radiological Monitors and can perform both ground and aerial monitoring. CAP personnel are trained in procedures for decontamination of men and equipment. All CAP members are currently being trained to the awareness level of hazardous material incident response.

DISABLED AMERICAN VETERANS
In the 1993 Midwest Floods they offered assistance to flood victims (Veterans) that received an injury during wartime. The assistance was in the form of $250 grant. The grant could not duplicate other assistance that was available.

FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA)
Under the Disaster Relief Act of 1974 (Public Law 93-288), and by delegation under Executive Order 12148, FEMA is assigned authority to administer the Disaster Relief Act of 1974 for the president. Further, Section 303(a) and (b) (3) of the Act provides for the appointment, immediately upon the President's declaration of a major disaster, of a Federal Coordinating Office (FCO), one of whose functions is to coordinate the administration of relief activities of disaster assistance organizations which agree to operate under his/her advice of direction. Section 312 (a) of the Act also provides that, following a major disaster declaration, Federal agencies may utilize the personnel and facilities of other relief or disaster assistance organizations in the distribution of medicine, food, supplies, or other items, and in the restoration, rehabilitation, or reconstruction of community services and essential facilities whenever the FEMA director finds that such utilization is necessary.

HARVESTERS
During the 1993 Midwest Floods 1.2 million pounds of food items were donated for the Kansas / Missouri disaster relief operation. Other donated items were stored in warehouses until an agency was identified that could use them.

HEART TO HEART, INTERNATIONAL
During the 1993 Midwest Floods volunteers ranging in age from 25-75 , were recruited for cleanup. A volunteer run phone bank was used for the recruitment.

INTER/SERVE
During the 1993 Midwest Floods Inter/Serve assisted residents of Doniphan County Kansas and St. Joseph, MO. They received referrals from the St. Joseph's American Red Cross service centers. They helped elderly and disabled occupied homes. 31 homes were cleaned and a volunteer crew cleaned the Elwood senior center. The process for cleaning homes was: mud and debris removal, power washing walls, floors and ceilings and drying. Tools were provided by FEMA.

KANSAS DEPARTMENT ON AGING
The Kansas Department on Aging (KDOA) funds 11 area agency offices in Kansas that provide services to older persons, when a disaster occurs. KDOA shares information with FEMA and Emergency Preparedness. After an assessment has been made KDOA takes the necessary steps to assist the elderly.

During the 1993 Midwest Floods provided leadership in the formation of a statewide unmet needs committee under the name of Kansas Interfaith Disaster Response (KIDR) which met regularly to address the unmet needs of people living in Kansas affected by the 1993 Midwest Floods. Provided assistance through grants and vouchers. Commitment to long-term recovery, serving unmet needs. Center of collaboration for resource materials, volunteers, and supportive services initiated by the faith community.

KANSAS FUNERAL DIRECTORS AND EMBALMERS ASSOCIATION
The role of the Kansas Funeral Directors and Embalmers Association during a disaster is to provide mortuary services. This will involve assisting the Disaster Coroner in any way requested.
Responsibilities may include setting up, staffing and supplying a temporary morgue site, assisting in the identification of victims, acting as a liaison with families, providing notification of death and handling the release and transportation of bodies to the funeral home of the family's choice.

KANSAS OFFICE FOR COMMUNITY SERVICE
Temporary federal funding of flood relief activities. Program dates: 2/94-3/95. Flood relief activities include: 18 VISTA volunteers placed in local agencies working on flood relief (Manhattan, Topeka, Lawrence and Kansas City) . Also 2 youth corps of 15 youth each to work on flood clean-up activities. Flood clean-up crews provide labor only, possible volunteer coordination activities through VISTA program.

KSU EXTENSION
KSU Extension provides education, information and referral to Kansas through its three-tier network. Extension educators are based in every Kansas county to provide education and information on issues of family life, human development, agriculture, community development, youth development and a wide variety of other areas. State Extension specialists develop educational programs for statewide use as well as cooperate with the national (and international) Extension system based in all Land Grant Universities. In cases of disaster recovery and response, KSU Extension provides coordination for Crisis Counseling Projects that address disaster-related mental health needs, provides on-site analysis for affected farms and develops/disseminates disaster-related information specific to Kansas.

LUTHERAN DISASTER RESPONSE
When a major disaster occurs, our response may include: trained staff available to help congregations, groups, and agencies, direct services and case management, grants to individuals and families in need; Farm family assistance (grants, seeds, information), rebuilding assistance (supplies, materials, volunteers), individual and family counsel, education/workshops (loss, care, prevention, legislative, farm assistance, mitigation, economic recovery, land reclamation) and assistance with unmet needs. Volunteer coordination; facilities, expertise and resources and trained consultants. MENNONITE DISASTER SERVICE
Mennonite Disaster Service is an ALL volunteer organization. They respond to disasters with volunteers as calls for help are received. Services offered include: clean up after natural disasters and fires, some repair work on damaged buildings and assistance in rebuilding buildings, fences, ect.. Equipment provided include: bus for on-site command center, radios for communication between work site and command centers, chain saws, pumps, and high pressure washers. Geographical boundaries are within the state of Kansas but if a request comes from Regional or National Headquarters volunteers may be sent to other states or areas.

MO-KAN REGIONAL FOOD BANK - SECOND HARVEST
The characteristics of our plan are: commitment, cooperation, compassion and reflection. A statement of understanding has been developed between Second Harvest food banks and the American Red Cross which encourages both organizations to work together on disaster relief activities. Highlights of this statement are as follows: Cooperation in communication to ensure a consistent, coordinated message to the media and public; Referral by Red Cross of offers of food and essential non-food items to Second Harvest for allocation and distribution; Supplying Red Cross mass care facilities with products and providing holding facilities as needed and as possible, by food banks; Food Banks taking the lead in coordinating local, spontaneous, individual donations of food in community food drives and in coordinating the pick-up, sorting and storage of such food; Reimbursement of expenses directly and indirectly incurred by Food Banks in disaster assistance activities by the Red Cross, rates negotiated at the time of each operation; Assistance by the Red Cross for Food Banks in reaching rural areas.

SOUTHERN BAPTIST DISASTER RELIEF (SBDR):
Kansas-Nebraska Convention of Southern Baptists (KNCSB)
Southern Baptist Disaster Relief (SBDR) is a ministry of the churches of the Southern Baptist Convention (SBC) and a member of NVOAD. The North American Mission Board, SBC, coordinates may at times coordinate with local responses in states. There are 37 State Baptist Conventions nationally that provide the equipment and volunteers for disaster relief. The disaster relief units are owned and often directly coordinated by the local state conventions or local associational (regional) units. In Kansas and Nebraska, leadership and coordination for disaster is provided by the Kansas-Nebraska Convention of Southern Baptists (KNCSB), Topeka, Kansas.
Disaster relief and coordination with the American Red Cross (ARC) is governed by the current Statement of Understanding between the North American Mission Board, SBC and the ARC. This agreement is recognized nationally and locally by Southern Baptists. SBDR resources vary from state to state. The Kansas-Nebraska Convention of Southern Baptists maintains a mobile feeding unit for use in both states, or for use in other states. The KNCSB, more often than not, responds to disasters or emergencies in conjunction with the ARC, whether locally or nationally. SBDR disaster assistance may take other forms, depending on current SBDR available resources and the availability of volunteers. Resources and availability of volunteers can be determined by contacting the SBDR/KNCSB leadership at any time during an emergency or disaster. When requested by the ARC, and mutually agreed upon by the Southern Baptists and the ARC, SBDR resources outside of the KNCSB can be called upon.
There is "no monetary charge or cost for services rendered" to any victim of a disaster that is assisted by SBDR. All assistance is a gift of Christian love and ministry.

The disaster response program of the Kansas Area United Methodist Church encompasses the following areas:
Labor Pool: Individuals available to respond to disasters. Activities include cleanup immediately following the disaster, volunteers to staff ARC program areas, and repair/construction teams.
Counseling: Cadre of ministers and other individuals trained to give assistance where needed following a disaster.
Child Care Ministry: A cadre of individuals trained to work with children who have experienced a disaster. These individuals will provide compassionate and understanding care while parents prepare to return to more normal family living. Counselors will be prepared to help children deal with the trauma of a disaster.
Good Neighbor Church: A program designed to encourage congregations to help each other in times of disaster. The program asks a congregation to be ready to provide services to individuals, their community or other helping agencies through the use of their facilities and/or their members and staff.
Financial Resources: Disaster funds are available to help mitigate human suffering and is used to fill the gap between what the disaster victim needs and what is available through other resources. The disaster may be a single family incident of a larger disaster.
